07/25/2022 - Just an update. In a discussion with Marc Kahn (Shotei. Com) about this item, Marc provided me with a detailed image of the woodblock print at the Ota-ku Folk Museum. In comparison, the line work is quite similar, but there are some variations in the degree of darkness of the dark lines, and several colored regions of the image that are quite different in their rendering. While there is nothing definative about the discussion, Marc felt that the work is quite unique and of the period, but perhaps a combination of a woodblock print on silk with some hand painting, rather than purely a painting.

I'm uncertain how a woodlbock rendering would appear when done on silk, and to the best of my abilities, I have examined the painting and it appears to have been rendered with a brush. This is NOT A WOODBLOCK PRINT. Happy to discuss what a reasonable price might be, especially if this paintinng is going into a public institution for all to enjoy. The painting likely dates to before 1916 when the scene of Cold Forest at Hatagaya was printed by Watanabe publishing. The only known example of the print verson of Cold Forest at Hatagaya is in the collection of the Ota-ku Folk Museum in Tokyo.

From my brief research, I have not found any examples of paintings by Shotei that depict the works he created into woodblock prints - THIS PAINTING IS A ONE OF KIND. The painting may have some additional historical importance with regards to the belief (theory) that'Kakei' is the same artist/person as Shotei. HOWEVER, the painting bears two red seals of'Kakei'. The same double red'Kakei' seals can be seen on print S-139, Suspension Bridge at Hida (also a pre-earthquake print).

Com, the print measures 50.9 cm (20 inches) x 25.5 cm (10 inches). The painted area of this painting is of similar length, but less wide... This may just be a matter of if the print had margins to account for or not. This item is in the category "Antiques\Asian Antiques\Japan\Prints".
